To break the law always requires a certain amount of irrationality. Indeed it’s very dangerous to start speaking of rationality in breaking the law because so many major criminals, including political ones in history, have spoken of the rationality of what they did what they did.

Just reported by the ABC (so it must be right):

“Electricity prices in Canberra are set to increase by more than 17 per cent, adding about $244 to annual power bills.

The Independent Competition and Regulatory Commission (ICRC) is charged with setting the price of electricity in the ACT.

It has released its draft review of costs to take effect from July 1, for the 2012-2013 financial year.

The commission estimates the increase will add an extra $244 a year to the average household electricity bill, or about $4.70 a week.

The ICRC says the majority of the increase is due to the Federal Government’s carbon tax.

Senior commissioner Malcolm Gray says the Australian Government’s price on carbon contributed to 13 per cent of the price rise, or about $3.65 per week.

He says the other 4 per cent is due to increases in network charges and delivery costs.

Mr Gray says the price rise does not take into consideration the ACT Government’s energy efficiency scheme, due to commence on January 1, 2013.

He says the commission will consider the impact of that scheme in its price direction for 2013-2014.

The commission is required to set power prices for two years, but this draft is only for 12 months.

Mr Gray says the ICRC will review the electricity market again next financial year after the price on carbon comes into effect, before setting prices for 2013-2014″
